Swedish economist Assar Lindbeck was more direct: “Rent control appears to be the most efficient technique presently known to destroy a city—except for bombing.”

Any new version of rent control must avoid such destruction by maintaining revenue for landlords at the marginal cost of rental stock and building new rental property, but that’s what the private market does anyway.

Once you take away the incentive for landlords to make money, you take away the incentive for the market to build new rental properties.
